Chapter 1 General

Article 1 To standardize the service behavior of public libraries, improve the service level of public libraries, and promote the healthy and sustainable development of public library undertakings, in accordance with relevant regulations such as the Regulations on Public Cultural Sports Facilities and the Regulations of the Guangzhou Public Library. This standard is formulated in accordance with the relevant standards of the “Public Library Service Specification” (GB/T28220-2011) and the actual conditions of this Municipality.


Article 2 This Code applies to the public libraries (branches) in Guangzhou, districts, towns, and streets.


You can refer to the other libraries that have joined the loan service network.


Article 3 Public library services shall adhere to the principles of universality, equality, free, openness, and convenience.



Chapter II Service Resources and Conditions

Article 4 A public library shall have a separate area for children and children to read, and its area shall not be less than 20% of the area of the library's lending service area.


Article 5 Public libraries shall be equipped with various types of literature and information resources. The basic collection information resources of the town and street public libraries should include books, periodicals, newspapers, digital information resources, etc. The structure is reasonable and pertinent, and the number of copies of books should be controlled within a reasonable range.


Article 6 Public libraries shall be equipped with a certain number of multimedia terminals such as computers for users' use.


The total number of computers in municipal public libraries shall not be less than 200, and the number of users of computers shall not be less than 120, and the number of OPACs in the user's computer shall not be less than 12;


The total number of district-level public libraries should not be less than 100, of which the number of users using computers should not be less than 60, and the number of OPAC computers used by users should not be less than 8;


The total number of computers in town and street public libraries should not be less than 12, and the number of users who use computers should be no less than 10, and the number of OPAC computers in users' computers should not be less than 2.


Article 7 The public library network and broadband access indicators should meet the following requirements:


The bandwidth of the Internet interface of the Guangzhou Library shall be not less than 800 megabytes, and the Internet interface bandwidth of the Guangzhou Children's Library shall not be less than 200 megabytes.


The bandwidth of the Internet interface of the district-level public library should be no less than 100 MB;


The bandwidth of the Internet interface of town and street public libraries should be no less than 10 megabytes.


Article 8 The public library of the whole city implements a unified logo. Outside the public library, there should be an eye-catching pavilion nameplate, a distribution map of the floor facilities inside the pavilion, clear guideposts for the passage, procedures for issuing permits, lending rules, fees and standards, convenience measures, opening hours and other rules and regulations and various services. The event information should be publicized to the public in a prominent place in the hall. The use of words and logos shall be in accordance with the "Guangzhou Public Information Marking Standardization Management Measures."


Those who have changed their opening hours or closed their premises due to some reasons should, in addition to cases of force majeure and accidents, make public announcements on the Internet platform at a prominent location on the door seven days in advance.


Article 9 The public library service area shall maintain a clean and tidy environment with good lighting and suitable air circulation. The reading area should be kept in an orderly and orderly manner. The library and the borrowed areas, reading areas, and toilets must be regularly sterilized. When air conditioners are used, the temperature setting should be in compliance with relevant state regulations.


Article 10 Public libraries shall have barrier-free facilities, accessible access for disabled persons, accessible toilets, accessible elevators, and low-level service facilities. Public libraries without elevators should arrange activities for persons with disabilities on the first floor of the ground and arrange special personnel to receive them. The Central Hall and the Regional General Hall shall set up a blind reading room and special seats for disabled persons. Accessibility equipment should be clearly marked and comply with the relevant regulations of the State.


Article 11 The fire protection facilities in public library halls shall be sound and clearly marked, and fire protection channels shall be maintained.

Article 12 Public libraries shall provide the public with document borrowing and reading services: ancient books and other valuable and fragile literature information resources shall provide protective use; the preservation of other documents and other information resources that should not be borrowed shall be provided in the library reading room. Chapter III Service Content and Method

Article 13 Public libraries shall be open to the public, including residents of the city and foreigners. In addition to serving children and adolescents, children's libraries (regions) should also receive caregivers and educators.


Article 14 The opening hours of the center hall are not less than 70 hours per week; the opening hours of the regional halls are not less than 63 hours per week; the opening hours of the town and street branches are not less than 40 hours per week, of which the weekends are open. Not less than 8 hours. Encourage the opening of towns and sub-districts where conditions permit, and open to the public on weekends.


The opening hours of the Children’s Library are not less than 48 hours per week. During the school’s summer vacation, the opening hours should be extended every day.


On national legal holidays, public libraries can adjust opening hours according to actual conditions.


Article 15: The public libraries of the whole city shall uniformly implement a basic borrowing and exemption certificate, and the public may register their readers' certificates by issuing their own identity certificates, social insurance cards, passports, and other valid identity documents. Article 16 The unified borrowing rules for public libraries throughout the city. A municipal library can borrow no less than 15 volumes of documents, and a district library can borrow no less than 10 volumes of documents. Books are borrowed for 31 days and journals and audiovisual materials are borrowed for 15 days. Can be renewed once. The overdue return is performed according to the service contract agreement confirmed at the time of user registration. Article 17 Public libraries shall provide the public with access to literature information resources, loans, inquiries, and reference services, provide spaces and platforms for learning, exchange, and related public cultural activities, hold public lectures, exhibitions, training, etc. Educational activities.


Article 18 Public libraries in cities and districts shall continuously improve their own business capabilities, collect special information for the public, and prepare special materials; provide information services such as training, knowledge navigation, and decision-making consultation to the staff of state agencies; and increase the intensity of local literature construction. , carry out multi-level service activities and support related academic research.


Article 19 Public libraries in cities and districts shall set up on-line inquiry service points for open government information to provide the public with public information inquiry services; and organize and preserve internal information publications submitted by government departments.


Article 20 The Guangzhou Public Library shall coordinate the construction of the regional application information management system, formulate the methods for the construction and management of the regional application information management system, and realize the unified planning, unified standards and unified management of the system, and provide unified services. The interface provides users with collaborative services.


Article 21 Public libraries in cities and districts shall jointly build and share digital libraries in Guangzhou, and access the websites of government departments to provide convenient access from the government service entrance into the library service entrance. Update the content of the digital library in time, set up online service items such as bibliographic inquiries, service information, user mailboxes, and reference consultations, and use the modern information technologies of Weibo, WeChat, and new media to provide the public with new books such as push, remote inquiry, and reading services, as well as personalization Information service.


Article 22 The Central Pavilion, the Guangzhou Children's Library, and the new branches of the Regional General Hall shall be synchronized to realize the passage of the loan. The public library shall implement the logistics management measures formulated by the central hall, standardize the work of borrowing and returning the logistics, and improve the access to the loan and the service network.


Article 23 The Center Hall shall take the lead in establishing the Guangzhou District Library Alliance to attract the participation of school libraries, scientific and professional libraries, and other types of libraries, and gradually implement interlibrary loan, document transfer, and joint reference consultation within the alliance. Open up services such as digital resource libraries to realize resource sharing and joint services.


The central hall should establish friendly and cooperative relations with large domestic public libraries and important university libraries, carry out interlibrary loan and document delivery services, and satisfy the public's personalized information needs.


Children's and Children's Libraries shall promote cooperation with primary and secondary school libraries through the Children's Libraries Alliance, etc., and provide services to primary and secondary school students through mobile stations, mobile cars, etc., and promote the joint development and sharing of library and school resources.


Article 24 Public libraries shall provide reservations, telephone (or online) renewal services, and municipal, district-level libraries shall provide lending and return services through mobile stations, mobile vehicles or self-service libraries.


The municipal and district libraries shall provide free-to-home service for disabled service agencies, provide cost-effective fee-based on-site service for other public in need, and provide user-returning services during nights and closed periods to facilitate users.


Article 25 Public libraries shall establish a public electronic reading room to provide free Internet access for the public. Guide the minors to control the time spent on the Internet, and the continuous online time per person per day does not exceed 2 hours.


Public electronic reading rooms should adopt effective technical means, be equipped with information browsing monitoring software and anti-virus software, and be updated and upgraded in a timely manner to ensure the security of content resources and services, and prevent the intrusion of bad information.


Article 26 The public library shall, in conjunction with the city-wide large-scale activities such as the “Guangzhou Reading Month”, organize public activities for reading by recommending excellent reading materials, organizing reading conferences, and conducting reading and counseling, starting from the public reading needs. The public advocates and promotes reading, focusing on cultivating adolescents to form good reading habits.


Article 27 Public libraries shall set up open service consultation telephones, determine the consultation service time and make public announcements.


Public libraries should establish free service windows such as lost and found articles and provide convenience services such as drinking water and public medicine boxes.


Article 28 Public libraries may provide such services as photocopying, printing, scanning, real-time payment database, technological search, special information services, and development of documentary information resources, and may charge appropriate costs.


The central museum determines the charging items and standards of the library, and the municipal administrative department of culture shall submit the prices to the administrative department to determine in accordance with the "Price Law of the People's Republic of China". Guangzhou Children's Library, district libraries and their branches can refer to the standards of the central library and determine the charging standards according to the relevant regulations of the Guangzhou Public Library Regulations.


Article 29 The public library shall provide the confirmation procedure for the service contract when the user registers. If the user fails to return the borrowed document information resources within the time limit, the public library may handle it in accordance with the service contract; if the public library still fails to return the document after a reasonable reminder, the public library may suspend the use permission of its readership certificate and record it into personal credit. recording.


The center hall is responsible for promoting the establishment of the city's public library user credit system. The municipal and district public libraries will implement a unified public library management system, share user information, and the users of public libraries in cities and districts who have confirmed that they have a bad lending credit record will stop their use of public library services within a certain period of time. Article 32 Public libraries shall protect user information according to law, make reasonable use of basic information such as user's loan records, improve service methods, and improve service quality. They may not send commercial short messages without the user's consent, and may not disclose unauthorized third parties to third parties. Give way.


Article 33 The central hall is responsible for formulating the statistical work regulations for public libraries. The public libraries at all levels shall do a good job of statistical work for various businesses according to regulations, realize the quantitative management of the business, publish it through various means, accept the government, the community, and the public. User supervision.


The Central Pavilion is responsible for the statistics of the use of the city's general digital information resources. The Regional Headquarters is responsible for the statistics of the use of its own digital information resources and reports to the Center. The center is responsible for statistical analysis of data and public release.


Article 34 Newspapers should be on the same day as the library, and the periodical should be available within two working days from the date of receipt. After the documents arrive at the museum, the town and the street library should be put on shelf within 3 working days. The district library should be put on shelf within 7 working days, and the municipal library should be available within 15 working days.


Article 35 Books should be arranged in an orderly manner according to the rules of the galleries. The misplaced rate of open books is less than 4%. There should be special inspections in the open-shelf library to sort out books and help users find the necessary books.


Article 36 Public libraries shall make reasonable adjustments to the circulation rules of the scope of foreign documents, the number of books borrowed abroad, the period of borrowing, etc., and keep the amount of loan from the collection and the amount of borrowing per capita increasing year by year.


Article 37 A public library shall establish and improve the staff training and continuing education system. The Center is responsible for the induction training, professional training and continuing education of the staff of the public library in the city. The District Library is responsible for other business training for staff in the area.


Article 38 Staff members shall be listed on the job, the instrument shall be decent, and the user shall use civilized terms. Strict implementation of the first-question responsibilities, try to solve problems for the user.


Article 39 A staff member shall maintain order in the service area and shall not engage in matters unrelated to the work within the service area. Walking within the service area shall be kept quiet and shall not affect the user. When a staff member leaves the post for any reason, he or she should have other staff members on the post or set up sign boards.


Article 40 A public library shall establish and improve its safety management work system, organize the formulation and implementation of emergency response plans for its own entities, improve its ability to manage safety and respond to emergencies, and ensure the safety of life and property of users and staff of public libraries. Article 41 If public library users do not observe public order and interfere with or interfere with the behavior of other users or do not comply with other rules and regulations, public library staff should discourage or stop them. Article 42 Public libraries shall establish a normalized voluntary service mechanism, strengthen cooperation with voluntary service organizations, organize volunteers to participate in borrowing, consulting, lectures, exhibitions, and large-scale cultural activities of public libraries, and provide services for volunteers. , participate in social practice to provide a platform.


Article 43 Public libraries shall, on the basis of assessment methods and assessment standards formulated by the municipal department in charge of cultural administration, regularly accept third-party evaluations entrusted by the municipal department of cultural administration and publish the results of the assessment to the public.


Article 44 A public library shall establish a user suggestion box (book) in a conspicuous place of the building, openly supervise the telephone, open an online complaints channel, establish a social supervisor team, hold user forums every year, and conduct user satisfaction evaluation activities. .


The public library shall, within 5 working days from the date of receipt of the opinions or complaints, give feedback to the person who made the comments or the complainant by giving their reply or handling.


Public libraries should continuously improve their services and improve service quality based on the opinions and suggestions of users.


Chapter V Supplementary Provisions

Article 45 This specification shall come into effect on January 25, 2017 and shall be valid for 5 years.
